Why A is correct
Under the New York Insurance Law, the disclosure statement and outline of coverage for a Medicare supplement policy must be delivered no later than the time the application is taken. Delivering the materials at application ensures the applicant sees what is being purchased, and how it works with Medicare, before any premium is committed; handing them over after a claim dispute or at renewal would defeat the disclosure's whole purpose of enabling an informed pre-purchase comparison.
Why the other options are wrong
- B) A claim denial is far too late; the disclosure must be available at application so the applicant can evaluate the policy before buying it.
- C) Waiting until renewal would leave the applicant without benefit information throughout the initial coverage period; the duty attaches at application.
- D) The disclosures are mandatory in every Medicare supplement sale; the applicant does not have to ask for them, in writing or otherwise.
Memory hook
Disclose at application time, before the premium, not after the claim.
