Why A is correct
California requires agents who sell qualified health plans through Covered California to complete the exchange's certification process — including training on the marketplace, subsidies, eligibility rules, and the application process — and to sign Covered California's participating agent agreement. Only certified agents may assist consumers with QHP enrollments on the exchange. The requirement is a state-specific ACA exam point; individual carrier appointments do not substitute for exchange certification. Only certified agents may help consumers enroll on the exchange for coverage.
Why the other options are wrong
- B) The agent must hold the appropriate health (A&H) license authority; a life-only license does not permit selling health plans. A health license is a prerequisite for selling health plans at all.
- C) There is no annual fee to the federal government for exchange certification; the requirement is state/exchange certification, not a federal payment. State and exchange certification are the gate, not a fee.
